Personnel Commission 
 
The Personnel Commission is responsible for the management of personnel functions related to the Classified Service.  These functions include the following: 
  • Classification – The Commission oversees the process of defining, categorizing, and allocating positions to appropriate classes, arranging classes into occupational hierarchies, determining reasonable relationships between classes within these occupational hierarchies and preparing written class specifications.  
  • Prescribe Rules – The Commission has the responsibility to develop, amend, interpret, and distribute rules for the Merit System, so long as such rules do not conflict with any area within the scope of representation that has been properly included in a negotiated agreement between the Board and the employee association. 
  • Hear protests regarding the selection process – Assures selection of employees for positions are based on merit and fair treatment of applicants in the examination process by providing an avenue of appeal. 
  • Hear appeals of disciplinary matters – Provides an impartial third party for hearing of disciplinary actions such as suspension, demotions and dismissals.  The findings of the Commission resulting from such hearings are binding upon the Governing Board. 

The Commission consists of three citizens from the school district community who are appointed for three-year terms.  One commissioner is appointed by the Board of Education, one is appointed by the employee organization, and the third is appointed by the first two. 

The Personnel Commission has an independent staff and budget.  The Commission staff consists of a Human Resources Director and support staff.  The Human Resources Director is responsible for the administration of the Commission’s rules and regulations and acts as the Commission’s professional expert in all areas of personnel management under the Commission’s authority.  The most important responsibilities of the Personnel Commission staff include: 

·         Recruiting and testing of candidates

·         Certifying and referring candidates for employment

·         Processing of new employees

·         Performing position classification studies

·         Conducting salary studies and surveys

·         Interpreting employment rules and regulations and contract

·         Establishes and maintains personnel records

·         Serves as a resource to the District and CSEA 

Personnel Commission meetings are held once a month, on the second Tuesday of the month, at District facilities.  An agenda for the Commission’s meetings is posted outside the Board Room at the District office and sent to be posted at each work location throughout the District. The Commission agenda includes the exact time, date and place of the meeting, together with all matters that the Commission plans to discuss and/or act upon at the meeting.  Minutes of the Commission meetings are distributed each month to Board members, school sites, and each department throughout the District.  Employees and members of the public are cordially invited to attend Commission meetings.    

Serving at the direction of the Personnel Commission, the Director, Classified Human Resources, Claire Jonaitis, also serves as secretary to the commission.
