TUPE: Tobacco Use Prevention Education
Tobacco Use Prevention Program (TUPE)
In November 1988, California voters approved Proposition 99. The proposition added a surtax of twenty-five cents per pack of cigarettes. Twenty percent of these tax revenues are allocated for school and community-based tobacco education and prevention programs and a statewide media campaign. TUPE funds are limited to grades 4 through 8. In these grades, TUPE instruction and reinforcement activities should be a minimum of six or more hours per grade level annually, in order to meet student needs. TUPE instruction must address: short and long-term negative physiologic and social consequences of tobacco use; social influence on tobacco use; peer norms regarding tobacco use; and refusal skills. On a competitive basis, TUPE funds are also available to grades 9 through 12.
